    Cardholder Agreement/Star Gift Card Terms and Conditions

    The following are the terms and conditions that govern the use of the Lone Star National Bank Star Gift Card (the “Star Gift Card”).  Please read them carefully, and keep them for future reference.  The Star Gift Card is neither a credit card nor an FDIC-insured deposit account.  The Star Gift Card is issued by Lone Star National Bank, pursuant to a license from Visa® U.S.A., Inc.  The purchaser agrees that all terms on the Star Gift Card and in these terms and conditions apply to purchaser and to any subsequent holder of the card by gift or otherwise.  The Star Gift Card may not be refunded or exchanged for cash or credit.

    Using Your Star Gift Card

    The Star Gift Card is an instant-issue Visa® prepaid card.  The Star Gift Card may be used when making purchases from any merchant that accepts Visa® debit cards.  The total dollar amount of purchases made with the Star Gift Card will be automatically deducted from the value of the card.  At the time of purchase, the holder of the Star Gift Card (“Cardholder”) must sign the terminal receipt and keep it for his/her records.  Please note that the Star Gift Card can be used at gas stations; however, at gas stations with a “pay at the pump” capability, the card cannot be authorized directly at the pump. Cardholder must present the card to the attendant for payment and sign the sales receipt to complete the transaction.  Further,, Cardholder can obtain additional information regarding his/her Star Gift Card by calling 1-866-330-6598 or by visiting https://www.onlinecardaccess.com/stargiftcards.

    Cash Withdrawals

    Cardholder can use the Star Gift Card to effect a cash withdrawal at any Lone Star National Bank cash advance location (but not an ATM).  At the time of each such withdrawal, a cash advance fee of $10.00 will be deducted from the card.  Cardholder can also use the Star Gift Card to access cash at any other financial institution that accepts Visa® debit cards for cash access transactions, subject to any fees imposed by the other financial institution.

    Conversion to U.S. Dollars

    Transactions made in currencies other than U.S. dollars will be converted to U.S. dollars under regulations established by Visa® and may include a margin and/or fees charged directly by Visa®.  Conversion to U.S. dollars may occur on a date other than the date of the transaction; therefore, the conversion rate may be different from the rate in effect at the time of the transaction.  Cardholder agrees to pay the converted amount.  For these transactions, the rate of exchange between the transaction currency and the billable currency is either a wholesale market rate or the government-mandated rate in effect one day prior to the Visa® International processing date, increased by one percent.

    Balance and Transaction History Inquiries

    Cardholder may log on to https://www.onlinecardaccess.com/stargiftcards to check the available balance on a Star Gift Card or to review the last 50 transactions on a Star Gift Card at no charge. Cardholder can get the same information telephonically by calling 866-330-6598 anytime, 24 hours a day, seven days a week.  Cardholder’s first telephonic balance or transaction history inquiry per calendar month is free.  At the time of each subsequent telephonic balance or transaction history inquiry during any calendar month, a $1.00 charge per inquiry will be assessed against the card balance.  If Cardholder at any time chooses to speak to a live customer service representative during a telephone inquiry, an additional $5.00 fee will be assessed. 

    Returned or Exchanged Merchandise

    Lone Star National Bank and its affiliates, employees, and agents are not responsible for the services or merchandise purchased with the Star Gift Card and are not responsible for the return or exchange of merchandise purchased with the Star Gift Card.

    Exchange or return of merchandise purchased in whole or in part with the Star Gift Card will be governed by the procedures and policies of each merchant and applicable law. The value of the merchandise exchanged or returned cannot be reloaded onto your Star Gift Card.

    Liability for a Lost/Stolen Card or Unauthorized Transactions

    Cardholder should treat the Star Gift Card the same as cash.  Lone Star National Bank is not responsible for, and will not replace, a Star Gift Card that has been lost or stolen. 

    Disclosure of Information to Third Parties

    Disclosure of information collected from the purchase of a Star Gift Card to third parties will only be made when it is necessary to complete a transaction, when it is required to comply with government agency or court orders, or with the written consent of Cardholder.

    Liability for Failure to Complete Transactions

    Lone Star National Bank may be liable for failure to complete transactions under certain circumstances, expressly excluding (but not by way of limitation) the following:

    • If through no fault of ours, Cardholder does not have enough money on the Star Gift Card to cover a transaction; or
    • If the transaction would exceed Cardholder’s available funds; or
    • If the terminal or system was not working properly; or
    • If circumstances beyond our control (such as flood or fire) prevent the transaction, despite reasonable precautions that we have taken; or
    • If there are other exceptions stated in this Cardholder Agreement/Star Gift Card Terms and Conditions or provided by law.

    Preauthorized/Recurring Payments

    Cardholder agrees not to make preauthorized or recurring regular payments through the use of the Star Gift Card.

    Service Charges

    At the time the Star Gift Card is issued, a $2.00 issuance fee will be assessed.  After the Star Gift Card has been activated, there is a monthly service fee of $2.50 per month, which will be waived for the first six months after such activation.  On the seven-month anniversary of the date of activation, and on every monthly anniversary of the date of activation thereafter, the monthly service fee will be automatically deducted from the card balance until the card balance reaches $0.  

    Lone Star National Bank will replace a damaged Star Gift Card with a new card, provided that the damaged card is delivered to Lone Star National Bank and has legible identifying numbers.  At that time, a $3.00 fee will be assessed to cancel the old card, and a $2.00 fee will be assessed to issue a new Star Gift Card, for a total $5.00 replacement fee.

    Expiration

    The Star Gift Card expires when the remaining card balance is $0 or on the expiration date shown on the front of the card, whichever comes first.  If there is a balance remaining after the expiration date, such balance shall become the property of Lone Star National Bank.  

    Other Terms and Conditions

    From time to time, Lone Star National Bank may adopt new or amended provisions of this Cardholder Agreement/Star Gift Card Terms and Conditions, which will be effective after giving reasonable notice by any method permitted by law, including, in appropriate circumstances, posting notice in our building locations.  Provisions changed pursuant to bank regulatory authority shall be effective per the applicable regulation without further notice.

    How is my Star Gift Card different from other gift cards and/or gift certificates?

    Your Star Gift Card is a Visa® prepaid card that can be used anywhere Visa® debit cards are accepted.  Store gift cards or gift certificates limit you to purchasing only at the specific store of issuance.

    Is my Star Gift Card a credit Card?

    No, your Star Gift Card is a prepaid Visa® card with the value of any amount you select between $20 and $500.

    Is my Star Gift Card FDIC insured?

    No. The value of your Star Gift Card is maintained with us in an aggregate account in our name, and there is no FDIC insurance to your benefit.

    How much money can I put on my Star Gift Card?

    You can purchase Star Gift Cards in any dollar amount you choose from a $20 minimum to a maximum of $500.

    Can I give a Star Gift Card to someone under the age of 18?

    Yes, you can give a Star Gift Card to anyone of any age.

    How do I purchase a Star Gift Card?

    You can purchase a Star Gift Card by visiting one of our conveniently located banking centers.  At the time the Star Gift Card is issued, a $2.00 issuance fee will be assessed.   Please visit www.lonestarnationalbank.com for a list of our banking centers. 

    Can I buy a Star Gift Card for myself?

    Yes. A Star Gift Card can be a useful tool for someone wanting to manage his or her spending budget. 

    What if I want to buy something that costs more than the value of my Star Gift Card?

    The value of your Star Gift Card can be combined with cash or check when you are making a purchase.  At the option of each merchant, the value of your Star Gift Card may also be combined with a credit or debit card when you are making a purchase.  If you will be using your Star Gift Card to make a purchase that is greater than the amount on the card, tell the cashier that you would like to pay the difference first and then use your card to pay the remaining balance.  Otherwise, if you try to make a purchase for more than the amount on the Star Gift Card, the transaction will be declined because you don’t have enough money on your Star Gift Card.  Keep track of your Star Gift Card balance so that you can avoid making purchases for more than the amount remaining on the Star Gift Card.

    Can I use my Star Gift Card at more than one merchant?

    Yes, you can use your Star Gift Card at more than one merchant as long as there are sufficient funds remaining on the Star Gift Card.

    Can I add more money to my Star Gift Card?

    No, your Star Gift Card is an instant issue disposable card.  You can purchase another Star Gift Card by visiting any one of our conveniently located branches.

    How long will my Star Gift Card be valid?

    Your Star Gift Card expires on the date printed on the front of the card.  A monthly maintenance fee of $2.50 per month will be deducted from your balance beginning on the seven-month anniversary of the date the Star Gift Card was activated.

    What happens when I spend all the funds on my Star Gift Card?

    Your Star Gift Card will no longer be accepted as a form of payment when your balance reaches a $0 balance or when you reach your expiration date.

    Can I use my Star Gift Card at gas stations?

    Yes, but, at gas stations with a “pay at the pump” capability, your Star Gift Card cannot be authorized directly at the pump. You must present your Star Gift Card to the attendant for payment and sign the sales receipt to complete the transaction.

    Why do I sometimes have problems spending my Star Gift Card at restaurants, hair and nail salons, when I have enough money left on my Star Gift Card to cover the bill for food/service?

    When using your Star Gift Card in restaurants, drinking establishments, and hair and nail salons, please keep in mind the proprietor may secure an authorization/approval on your card for an amount up to 25% more than the total bill.  This is done to take into account a tip/gratuity; however, only the amount you authorize will be deducted from the value on the card.  This type of authorization can also occur at hotels and car rental agencies to take into account incidentals that may exceed the actual price of the room/car/etc.

    What happens if I need to return something I purchased with my Star Gift Card?

    Returns are subject to the policies of the individual store where you purchased the merchandise, but most stores will be able to process a return like they would other transactions.

    Yes. You may effect a cash withdrawal from your Star Gift Card at any Lone Star National Bank cash advance location (but not an ATM), less a cash advance fee of $10.00.  You can also use the Star Gift Card to access cash at any other financial institution that accepts Visa® debit cards for cash access transactions, subject to any fees imposed by the other financial institution.

    Can I use my Star Gift Card at an ATM machine?

    No, your Star Gift Card is not eligible to be used at an ATM machine.  Your Star Gift Card is accepted by Visa® merchants who accept Visa® debit cards.
